Tesla Sold FSD in Korea to Cars That Cannot Use It, a Consumer Group Says
Only about 20% of registered Teslas in Korea can run FSD — all built in the US. Most cars sold there come from Shanghai, and the consumer group says buyers were never told.
A South Korean consumer group is preparing to complain to the country's Fair Trade Commission about Tesla, accusing the company of selling its Full Self-Driving software to buyers whose cars cannot legally use it. The filing is due on 5 November and alleges that tens of thousands of customers were misled.
FSD is Tesla's most expensive software option, sold as a one-off purchase of about 9.04 million won. The “supervised” label means the system still expects a human to watch the road and take over when necessary.
The problem is where the cars are built. Tesla's Korea chief, Seo Young-deuk, told a parliamentary hearing last month that only about 20% of registered Teslas in the country can use the feature — namely those assembled in the United States. Most Teslas sold in Korea come from the Shanghai plant, and Seoul has no arrangement with Beijing that would cover the software.
According to data Tesla gave lawmakers, it has sold more than 170,000 Shanghai-built vehicles in Korea since 2023. It has charged customers for FSD for more than three years, and only recently applied for the approval needed to offer it on Chinese-built cars.
The consumer group's auto affairs chief, Choi Young-seok, put it bluntly: Tesla sold an expensive driver-assistance system to ordinary buyers who cannot use it for a single day, and made a great deal of money doing so. The complaint also cites a 2025 campaign that promoted FSD as “coming soon”, complete with a demonstration video shot in Korea, without making clear that only a few cars then on sale could run it.
The regulatory obstacle is concrete. Korea's transport ministry says FSD does not meet domestic safety rules, one of which requires the driver to keep both hands on the wheel. On 8 October, Seo told the hearing that Tesla had not formally applied to test FSD in Korea; two weeks later, the company filed for certification.
The group wants a temporary injunction barring Tesla from selling FSD with ineligible models, an administrative fine, and a referral to investigators.
