Windows keeps data in RAM on purpose so it does not have to read from the drive. Fill the desk, Microsoft argues; the question is whether the machine still responds.

A high number in Task Manager does not mean your PC is short of memory, Microsoft's Windows chief said this week. Pavan Davuluri, who runs the Windows and devices business, argued that responsiveness is the measure that matters, not the percentage in use.

The reason is caching. Windows deliberately keeps recently used applications and data in free memory and releases it when something else needs the space, so that the system does not have to read the same data off the drive again. Memory that looks used is often memory working as intended.

Microsoft's analogy is a desk and a drawer. Papers on the desk are quick to reach; papers in the drawer take longer to fetch. Filling the desk is efficiency rather than a fault — which is why the useful question is whether the machine still feels responsive, not how much memory is left.

Independent testing supports the idea that usage scales with capacity. Windows Latest ran Windows 11 virtual machines with 4, 8 and 16 GB and found “in use” memory of roughly 2.4, 2.9 and 3.7 GB respectively: the more room there is, the more the system uses.

There is a point where it does become a problem. Microsoft's documentation describes the warning signs as available memory close to zero, committed memory approaching the sum of physical RAM and the page file, and compressed memory climbing steadily. At that stage, stutter and freezes are real.

The advice that follows is less convenient than the diagnosis: find the process that is actually eating memory — usually a browser or a web app — rather than running a “memory cleaner”, which empties the cache and forces Windows to read the same data back off the disk.
